Abstract We construct a spectral correlation model of fluctuations, caused by isotropic and nonisotropic fluctuation-dissipation perturbations, in the rotational motion of the deformable Earth. We obtain an algorithm for modeling and analyzing the spectral correlation characteristics of the Earth rotation. We present estimates of the level of perturbations resulting in significant corrections.
